    A shocking knife attack on a Ukrainian refugee in Charlotte, North Carolina, has led to federal charges against the suspect, who now faces the possibility of the death penalty. DeCarlos Brown Jr., 34, was apprehended and charged with first-degree murder following the fatal assault on 23-year-old Iryna Zarutska aboard a train last month.     On Tuesday, the U.S. Department of Justice announced that Brown was also charged with causing death on a mass transportation system.
